Világítási és Vízmű Rt. was a Budapest municipal utilities company, and this 20 filléres scrip belongs to a wave of privately and municipally issued emergency money that flooded Hungary in 1920 as the postwar collapse of the korona made small coins effectively disappear from circulation. Employers, shops, transit companies, and utilities all printed their own. The practice was technically illegal but universally tolerated — the state had no practical alternative.
The Adamo MSZK catalog places this within the Budapest notgeld subseries, a classification that covers hundreds of local issuers active in a remarkably narrow window between 1919 and 1922.
