Monaco's euro coinage required special negotiation — the Principality is not an EU member, but a 2001 monetary agreement granted it the right to strike its own euro-denominated coins, subject to mintage caps set by Brussels. The arrangement also stipulated that Monaco's allocation was minuscule: total annual production across all denominations was capped in the low hundreds of thousands, making even circulating-grade examples from this period genuinely scarce in commerce. Rainier III died in April 2005, ending this type's production run before the second map reverse was even introduced for Monaco.
