The 2002 euro introduction was the largest cash changeover in history — roughly 8 billion banknotes and 38 billion coins introduced across twelve countries simultaneously in a matter of weeks. The 20 euro, along with the other six denominations, was pre-positioned in bank vaults months before January 1, 2002, a logistical operation that required extraordinary secrecy to prevent theft and black-market leakage.
Duisenberg's signature places this note in the first issue run; his successor Jean-Claude Trichet took over as ECB president in November 2003, after which new printings carried a different signature. Kalina won the design commission through a 1996 competition organized by the European Monetary Institute — the predecessor body to the ECB.
