Seraing is an industrial municipality in the Liège province of Belgium, historically home to the Cockerill steelworks — one of the largest integrated steel plants in Europe through much of the 19th and 20th centuries. Liberia's prolific commemorative program of the early 2000s, produced almost entirely for the collector market by foreign minting contractors, issued dozens of thematic pieces with no connection to Liberian commerce or history. This coin almost certainly never entered circulation in Liberia.
