Liberia's late-1990s and early-2000s commemorative program was one of the most aggressively commercial in the hobby — dozens of high-face-value silver pieces issued with no intention of circulation, sold directly to the collector market through overseas distributors. The Paris issue is part of that wave, produced well outside Liberia and bearing a denomination that bore no relationship to the country's actual monetary situation, where the Liberian dollar was severely devalued and US dollars dominated everyday transactions.
