Liberia's late-1990s collector coinage was largely produced under licensing arrangements with foreign distributors — the Monrovia government collected a flat fee while private minting firms in Germany and elsewhere handled everything from design to distribution. This particular issue appeared while Liberia was still fractured by the First Liberian Civil War's aftermath, making the "Marine Life Protection" theme a peculiar contrast to the country's actual preoccupations at the time.
The five-troy-ounce format was a deliberate play at the bullion-collector crossover market then gaining traction in the late 1990s.
