Liberia's Central Bank issued a prolonged series of foreign capital commemoratives around the turn of the millennium, many produced by private minting contractors with little connection to Liberian monetary policy. KM#640 is one of dozens in that run — coins struck almost entirely for the collector export market, never intended for domestic circulation, and funded through licensing arrangements that generated hard currency for a country still fractured by civil war.
