Liberia's early 2000s commemorative program was one of the most prolific — and commercially cynical — in modern numismatic history. The country licensed its minting authority to produce coins honoring subjects with no connection to Liberia whatsoever, sold through telemarketers and home shopping channels targeting collectors unfamiliar with the secondary market. This Luxembourg piece is a product of that era, struck almost certainly at a European private mint and never intended to circulate.
Collector demand has remained negligible since issue; the series saturated its own market within years of launch.
