Liberia's early 2000s commemorative program was frankly opportunistic — the country was in the grip of Charles Taylor's regime and a civil war that would displace hundreds of thousands, yet the mint contracts were farmed out to foreign producers churning collector pieces for export revenue. Mannerheim, a Finnish military commander and statesman who led Finland through both the Winter War against the Soviet Union and the Continuation War, had no connection to Liberia whatsoever.
These were sold abroad, never intended for Liberian circulation.
