Lake Superior holds roughly 10% of the world's surface fresh water, a fact that drove decades of boundary disputes between the United States and Canada well into the twentieth century. The 1909 Boundary Waters Treaty established the International Joint Commission partly to manage competing claims on Superior's tributaries — a diplomatic arrangement still operative today.
