Thomas De La Rue had printed Libyan currency through most of the Gaddafi period, and this 2002 issue continued that relationship despite the international sanctions regime that had isolated Libya through much of the 1990s. The UN sanctions, imposed in 1992 following Lockerbie, were formally suspended in 1999 after Libya handed over the two suspects — this note falls squarely in the cautious rehabilitation period that followed.

The security specification is modest for De La Rue's capabilities at this date, reflecting either a cost decision or deliberately conservative procurement by the Central Bank.
