No Riviera Principality appears in the recognized record of sovereign or semi-sovereign issuing authorities. This piece almost certainly originates from one of the private "fantasy" mint operations active in the 1990s — entities that produced coins for non-existent or non-issuing territories and sold them through novelty and collector channels.
