Iloilo's provincial emergency notes were issued under Japanese occupation, when guerrilla-aligned local governments across the Visayas printed their own currency to keep commerce moving outside Japanese-controlled zones. The Province of Iloilo was among the more organized of these issuers, producing a modest series of denominations backed by little more than administrative authority and local trust.
The 1944 dating places this note in the late occupation period, when Allied landings were already anticipated and Japanese military scrip was increasingly distrusted. Guerrilla currency from this phase circulated in a genuinely precarious environment — acceptance depended entirely on which forces controlled the road that day.
