The central text panel declares 'TREASURY CERTIFICATE OF 1944 / THE PROVINCE OF ILOILO / WILL PAY THE BEARER ON DEMAND / TWENTY CENTAVOS / IN LAWFUL CURRENCY OF THE PHILIPPINES', framed by a sawtooth guilloche border running along all four edges with 'CENTAVOS' repeated in the margins.
