Kazakhstan declared independence on 16 December 1991, and this commemorative issue marks exactly thirty years from that date. Goznak in Moscow printing a note celebrating Kazakh independence carries an obvious irony, though the relationship is entirely practical — Goznak has supplied security printing services to several post-Soviet states that lack domestic high-security facilities capable of hybrid substrate production.
The hybrid substrate — a polymer-paper composite — was a deliberate choice for a commemorative, offering enhanced durability and a surface that accommodates the kind of fine-detail security features expected of a prestige issue rather than everyday circulation stock.
