Somalia had no functioning central government in 2005 — the Transitional Federal Government had been established only months earlier and controlled almost nothing on the ground. Coins issued under the Somali name during this period were produced entirely for the collector market by private minting operations, with no connection to any monetary authority or domestic circulation. The Dome of the Rock subject, a site in Jerusalem with no geographic or historical tie to Somalia, makes the issuing fiction explicit.
