Dresden's municipal administration, like dozens of German cities in the autumn of 1923, was forced into the absurd position of printing its own emergency currency simply to meet weekly payroll. Stengel & Co. was primarily a fine-art reproduction and postcard publisher — not a banknote printer — which is exactly why they got the work: conventional security printers were overwhelmed, and the Reichsbank's own presses couldn't keep pace with denominations that doubled within days.
The 20-billion-Mark figure reflects the note's position near the terminal phase of the hyperinflation, when the Rentenmark reform was already weeks away.
