Selim III came to power in 1789 with an immediate agenda of military and fiscal modernization — the same reforms that would eventually cost him his throne. The 2 Zolota was part of a debased coinage inherited from his predecessors, the billon composition reflecting decades of silver debasement driven by chronic Ottoman budget deficits and costly wars with Russia and Austria that were still ongoing at the time of his accession.
