The Bank Emisyjny w Polsce was itself a German creation — established by the occupation authorities in April 1940 to replace the Bank of Poland and finance the administration of the General Government. Młynarski, who had served as a genuine central banking official in interwar Poland, signed these notes under circumstances that later complicated his postwar reputation, though he was ultimately cleared of collaboration charges.

Leonard Sowiński designed the full series under occupation conditions. Print runs for the lower denominations were enormous by necessity — the Germans deliberately flooded the General Government with currency as an inflationary extraction mechanism, drawing goods and labor out of the occupied population.
