North Korea has issued commemorative silver in volume since the 1980s, almost exclusively for foreign collectors and dealers — hard currency the state could not otherwise extract from an isolated economy. This piece is part of that export trade, never intended for domestic circulation and almost certainly never handled by a North Korean citizen.
