The Azerbaijan People's Government was a Soviet-backed separatist administration that controlled the Tabriz region of northwestern Iran from late 1945 until December 1946, when Iranian central government forces reasserted control and the republic collapsed within days. This note was printed before the government even formally existed — the 30 April 1945 print date predates the official proclamation of the People's Government by several months, which points clearly to Soviet pre-planning of the currency infrastructure.
Perforation as the sole security feature reflects the rushed, provisional nature of the issue. The series had an operational lifespan of under a year.
