England hosted the 1999 Rugby World Cup bid but lost it to Wales, with the tournament ultimately spread across five nations — Wales, England, Scotland, Ireland, and France. The Royal Mint issued this commemorative ahead of that October tournament, one of several bi-metallic silver-and-gold proof strikes produced during the late 1990s as the Mint aggressively expanded its commemorative program. The gold plating on the outer ring was applied post-striking, a process that created occasional adhesion inconsistencies across the production run.
