Obverse description Fourth definitive effigy of Queen Elizabeth II facing right, wearing the George IV State Diadem, rendered in fine detail after the portrait by Ian Rank-Broadley, whose initials IRB appear below the truncation. The legend GIBRALTAR · ELIZABETH II arcs around the upper periphery within the nickel-brass outer ring, separated from the copper-nickel centre by a beaded border. The date 1999 is inscribed along the lower periphery of the outer ring.

Reverse description Hercules, depicted as a bearded, muscular figure draped in a lion skin and kneeling in dynamic pose, draws a bow aimed at the Stymphalian Birds in flight above him. Several stylized birds with metallic plumage are shown in various positions across the field, evoking the sixth Labour of Hercules from Greek mythology. A classical Greek meander (key pattern) frieze runs along the lower portion of the inner field. The incuse legend THE STYMPHALIAN BIRDS appears to the left in the field, while the denomination 2 appears below the central scene flanked by the designer's initials AA and the Pobjoy Mint mark PM. The outer ring bears the legend · THE LABOURS OF HERCULES · above and POUNDS below, separated by decorative dots.
