This piece is no exception. The 2023 A.A. Milne-themed colored issue was released under license as part of a broader wave of commemorative programs that Pacific micro-territories have used to generate revenue since the 1990s, when Pobjoy Mint and similar private minters began aggressively developing such arrangements.
