Regensburg issued its own small-denomination emergency currency — Kleingeldscheine — during the acute coin shortage that gripped Germany from 1916 onward as base metals were diverted to the war effort. A 2 Pfennig denomination is unusually low, even by Notgeld standards; most municipalities didn't bother printing anything beneath 5 Pfennig, making this piece rarer in conception than in survival numbers alone.
Heinrich Sehele's workshop was a local Regensburg printer, not a specialist banknote house, which was typical of how these municipal issues were produced — civic authorities working with whoever was nearby and capable.
