Palawan's wartime emergency currency was issued under Japanese occupation but by Filipino provincial authorities maintaining a degree of local administrative function — a peculiar dual reality common to Philippine guerrilla and civil-hybrid governance of 1943. The Province of Palawan series circulated alongside both Japanese military pesos and, in some areas, genuine guerrilla scrip, creating a chaotic monetary environment where acceptance depended entirely on who was enforcing it that week.

Palawan's geographic isolation — a long, narrow island chain far from Luzon's administrative centers — made resupply of official currency nearly impossible, which is the direct reason these provincial notes exist at all.
