Large numeral '2' counters occupy all four corners, and the denomination legend 'TWO PESOS' is set in bold letterpress at the lower centre, flanked by 'TWO PESOS' inscriptions at upper left and upper right. Negros Occidental was one of several Philippine provinces that issued its own emergency currency after Japanese forces disrupted the central banking system following the December 1941 invasion. The Provincial Currency Committee operated under extraordinary wartime authority, with local printing shops pressed into service to keep commerce moving in areas not yet under Japanese occupation or administration.
The Nalco Press imprint places production firmly within the province itself — a civilian operation working under genuine scarcity of materials and equipment. The dark blue color variant distinguishes this from other emissions in the S647 series.
