Quezon at left, with large numeral '2' counters at each lateral margin set against a dense diagonal-text underprint repeating 'Commonwealth of the Philippines' and 'Negros Occidental' across the entire field. An orange circular seal of the City of Bacolod is applied at centre-right, dated January 1942.
