Beschrijving voorzijde The obverse is framed by an ornate geometric border and carries the heading TWO PESOS across the top, with a small portrait vignette at left centre. The central text block reads EMERGENCY CIRCULATING NOTE OF 1942 / ISSUED BY AUTHORITY OF THE PRESIDENT OF THE PHILIPPINES ON JANUARY 20, 1942 / THE COMMONWEALTH OF THE PHILIPPINES / WILL PAY TO THE BEARER ON DEMAND / TWO PESOS / IN LAWFUL CURRENCY OF THE PHILIPPINES. A red circular date stamp is applied at right centre, and the serial number and series letter appear at upper right and lower left. Three manuscript signatures of the Provincial Fiscal Member, Provincial Treasurer Chairman, and Acting Provincial Auditor Member appear across the lower portion above the issuer imprint NEGROS OCCIDENTAL PROVINCIAL CURRENCY COMMITTEE.

Beschrijving keerzijde The reverse is printed in a single dark blue-violet tone on a fine guilloche underprint. The denomination numeral 2 appears in each of the four corners, with the inscription TWO PESOS repeated across the top and along both side margins. A central vignette consists of a circular seal of the Commonwealth of the Philippines enclosed within a triangular frame, flanked by diagonal line patterns. The script legend Commonwealth of the Philippines is printed in italics above the central seal, and the large bold inscription TWO PESOS is set beneath it.

Negros Occidental was one of several Philippine provinces that organized its own emergency currency after the Japanese invasion disrupted the established banking system in late 1941 and early 1942. These provincial issues were authorized locally, printed with whatever materials were at hand, and backed — nominally — by the credit of the issuing committee rather than any central authority. The Negros Occidental series is among the better-documented provincial emergency issues, though survival rates vary considerably across denominations.

The 647B designation distinguishes a specific signature or series variant within the broader Negros Occidental output. Japanese occupation forces generally tolerated these guerrilla-adjacent currencies in areas they did not fully control.
