The central text block reads EMERGENCY CIRCULATING NOTE OF 1942 / ISSUED BY AUTHORITY OF THE PRESIDENT OF THE PHILIPPINES ON JANUARY 20, 1942 / THE COMMONWEALTH OF THE PHILIPPINES / WILL PAY TO THE BEARER ON DEMAND / TWO PESOS / IN LAWFUL CURRENCY OF THE PHILIPPINES. Negros Occidental was one of several Philippine provinces that organized its own emergency currency after the Japanese invasion disrupted the established banking system in late 1941 and early 1942. These provincial issues were authorized locally, printed with whatever materials were at hand, and backed — nominally — by the credit of the issuing committee rather than any central authority. The Negros Occidental series is among the better-documented provincial emergency issues, though survival rates vary considerably across denominations.
The 647B designation distinguishes a specific signature or series variant within the broader Negros Occidental output. Japanese occupation forces generally tolerated these guerrilla-adjacent currencies in areas they did not fully control.
