A red circular date stamp is applied at right centre, and the serial number and series letter appear at upper right and lower left. Negros Occidental was one of several Philippine provinces that organized its own emergency currency after the Japanese invasion disrupted the established banking system in late 1941 and early 1942. These provincial issues were authorized locally, printed with whatever materials were at hand, and backed — nominally — by the credit of the issuing committee rather than any central authority. The Negros Occidental series is among the better-documented provincial emergency issues, though survival rates vary considerably across denominations.
The 647B designation distinguishes a specific signature or series variant within the broader Negros Occidental output. Japanese occupation forces generally tolerated these guerrilla-adjacent currencies in areas they did not fully control.
