Obverse description Blue guilloche underprint covers the entire field, with large bold numeral '2' in red at each corner and 'PESOS' in red along the lateral margins. A spread-eagle vignette is centred in the upper portion within a large blue 'V' formed by diagonal lines, below which the promise-to-pay text and denomination 'TWO PESOS' appear in bold letterpress. The seal of the Province of Iloilo is at lower right, flanked by three manuscript signatures identifying the Provincial Auditor, the Manager of the Philippine National Bank Iloilo branch (serving as Chairman), and the Provincial Fiscal.

Reverse description Uniform blue guilloche underprint across the entire surface, with bold black numerals '2' at all four corners and 'Two Pesos' in letterpress at the left and right centre. A central white panel carries the denomination 'TWO PESOS' in large blue letters, with '1941' below it. The issuing authority and date are inscribed in the upper centre, and 'EMERGENCY CIRCULATING NOTE' runs diagonally along the lower right.
