The Landesbürgerrat Schleswig-Holstein — the "state citizens' council" — was a short-lived administrative body that emerged from the post-WWI reorganization of the region following the 1920 plebiscites that divided Schleswig between Denmark and Germany. Emergency notgeld of this type was issued to address acute small-denomination shortages that plagued northern Germany in the early 1920s before inflation rendered such values meaningless within months. The issuing authority itself was unusual: a civic council rather than a municipal treasury or savings bank taking on the role of currency issuer.
