Romania's 1924 coinage reform came after years of postwar monetary instability, with the National Bank scrambling to replace the wartime paper flood with practical circulating metal. The Poissy and Birmingham mints ultimately won the production contracts for the regular 2 Lei issue, but the Bucharest state mint produced its own pattern submissions first — this brass strike being one of them. The state mint lost the bid.
