Haiti's early 1990s were politically convulsive — the 1991 coup against Aristide triggered an OAS trade embargo that severely disrupted the country's import capacity, including printing materials. This 1992 date places the note squarely in that embargo period, though De La Rue's London contract predated the political rupture and the series continued uninterrupted, the embargo's pressure on the gourde's purchasing power was immediate and severe.

The 2 gourde denomination was already a minor unit by this point, eroded by years of inflation. Pick 260 continued an established De La Rue relationship with the Banque de la République d'Haïti that stretched back decades — the security watermark here is modest by the printer's own standards for the period.
