The Banque Nationale de la République d'Haïti was not an independent institution in any meaningful sense during this period — it operated under the terms of a 1910 concession agreement that gave French and later American financial interests substantial control over Haitian monetary affairs. The 1915 U.S. occupation formalized that grip, and by the time this note was issued, the BNRH's operations were effectively supervised by American officials under the occupation regime.
ABNC's involvement was a direct consequence of that political arrangement, not a competitive tender.
