Abbeville's Chamber of Commerce emergency notes were a direct consequence of the wartime coin shortage that plagued France from 1914 onward — a crisis the Banque de France proved too slow to address locally, pushing hundreds of municipal and commercial bodies to issue their own small-denomination paper. By 1920, most of these chambres de commerce were already winding down their emergency issues; Abbeville was among the later holdouts.
Imprimerie Chaix had a long sideline in this kind of provincial fiduciary work, fitting the job between railway timetables and theatrical programs — its bread-and-butter trade.
