Fresnoy-le-Grand is a small textile town in the Aisne department, and this note is exactly what it looks like: a wartime necessity printed by a local newspaper press in nearby Saint-Quentin when the German occupation severed normal financial supply chains across northern France. Communes across the occupied zone issued their own emergency scrip from 1914 onward, each dependent on whatever printer happened to be reachable and still operational.
The Guetteur de l'Aisne press was one of the few functioning printing operations in the region under occupation. Saint-Quentin itself would be almost entirely evacuated by 1917 when German forces expelled the civilian population ahead of the Hindenburg Line withdrawal.
