Tromelin Island is a French-administered territory in the Indian Ocean whose permanent population consists entirely of a rotating meteorological station crew — never more than a handful of people at any given time. It has no economy, no commerce, and no practical need for coinage. Issues attributed to it are fantasy pieces produced for the collector market, with no legal tender function recognized in any meaningful transactional sense.
