The Isle of Wight is not a sovereign state and has never had authority to issue legal tender currency. This piece is a fantasy strike — a privately produced token made to resemble the Euro coinage introduced across the eurozone in 1999, to which neither the Isle of Wight nor the United Kingdom belonged. The UK opted out of the single currency at Maastricht, a position that held until Brexit rendered the question permanently moot.
