Monaco's commemorative €2 program is tightly constrained by its agreement with the European Union — the principality is permitted only one commemorative issue per year, and mintages are capped at a fraction of those struck by eurozone member states. This 2016 piece marks the 150th anniversary of the founding of the Société des Bains de Mer, the company that has controlled Monte Carlo's casino and hotel operations since Prince Charles III granted its concession in 1863 to rescue Monaco from near-bankruptcy. Albert II issued it under that arrangement with Brussels.
Low official mintages combined with Monaco's absence from the eurozone's general circulation network means these rarely turn up in change.
