Vatican 2 euro issues are produced under a special agreement between the Holy See and the European Union — the Vatican is not an EU member state, yet is permitted to strike euro-denominated coinage. Annual mintages are tightly capped, and 2012 fell during the sede vacante run-up: Benedict XVI was still reigning but would resign in February 2013, the first papal abdication since Gregory XII in 1415. Collector demand for his final full-year issue pushed distribution almost entirely into sets rather than circulation.
