Bulgaria has been an EU member since 2007 but has not yet adopted the euro; these coins are struck in advance under eurozone accession preparation protocols, legal to produce but not yet legal tender anywhere. The Bulgarian euro coin designs were formally approved by the European Commission years before a confirmed adoption date existed.
