The P#8 series was introduced as Swaziland transitioned away from the South African rand peg — the country had maintained rand-at-par circulation for years before the lilangeni was pushed as a fully independent instrument. Two signatories appear across the series: Simelane paired with Oliver, then Dlamini with Oliver, reflecting a governor-level change between 1983 and 1984. H.B.B. Oliver, as Deputy Governor, bridges both administrations, which is why his signature anchors both combinations.
