Niue has operated as a prolific bullion and commemorative issuing authority since the 1990s, leveraging its status as a New Zealand realm territory with full rights to produce legal tender coinage. The arrangement is essentially a revenue mechanism — Niue's own economy cannot absorb these issues, and the coins are produced exclusively for the international collector market.
