Tokelau's coinage authority sits with New Zealand, which administers the territory, but the actual legal framework for issuing collector coins was formalized through New Zealand legislation in 1978. The islands themselves have no indigenous minting tradition — every coin bearing the Tokelau name has been produced entirely for the numismatic export market, struck under contract at foreign facilities.
