Niue has operated a prolific licensed coin program since the 1990s, issuing legal tender silver pieces under agreements that generate revenue for the island territory while the coins themselves are destined entirely for the collector market. This particular issue commemorates Pavel Nedvěd, the Czech midfielder who won the Ballon d'Or in 2003 — one of the few players to win it without playing for a Spanish or English club that season, doing so while at Juventus.

Nedvěd's award came the year after he missed the Champions League final through suspension, having been booked in the semifinal against Real Madrid.
