Niue has operated as a coin-issuing jurisdiction for foreign bullion and commemorative programs since the 1970s under a licensing arrangement that lets third-party mints produce legal tender issues on the island's behalf — a common Pacific micro-state revenue model. This particular release came out of the wave of faith-themed silver rounds and coins that flooded the numismatic market in the early 2010s, mostly targeting the Christian gift and collector crossover demographic rather than serious numismatists.
Niue's nominal face value of two dollars on a one-troy-ounce silver piece is purely ceremonial — the intrinsic value exceeded the denomination on the day of issue by a factor of roughly fifteen.
