Obverse description The obverse features the fourth official effigy of Queen Elizabeth II, designed by Ian Rank-Broadley, depicted in right-facing profile with a tiara and drop earring, rendered in high relief at the centre of a circular disc set within the undulating wave-form planchet. The legend ELIZABETH II arcs along the left, NIUE along the upper right, and 2 DOLLARS along the lower right of the circular field. The date 2018 appears at the bottom of the circle, flanked by decorative dots, with the engraver's initials IRB incuse below the truncation of the neck.

Reverse description The reverse, struck in the form of a waving flag, depicts a coloured rendition of the national flag of India with its distinctive tricolour of saffron, white, and green horizontal bands. Superimposed at the left side of the flag is a monochrome portrait of Mahatma Gandhi shown in three-quarter left-facing view, smiling, and wearing his characteristic round spectacles, rendered in fine engraved detail against the coloured flag field. The navy-blue Ashoka Chakra, a 24-spoked wheel, is visible at the centre of the white band of the flag to the right of Gandhi's portrait. No inscriptions appear on the reverse.

Niue has operated as a Commonwealth realm coin program vehicle since the 1990s, licensing its sovereign issuing authority to mint commemorative silver for the international collector market. The arrangement is straightforward: New Zealand administers Niue's currency, but the island retains the right to authorize its own legal tender issues — a right it has monetized aggressively through partnerships with the New Zealand Mint and others.
