Niue has leveraged its currency-issuing rights under a Compact of Free Association with New Zealand since the early 1990s to become one of the Pacific's most prolific bullion and novelty coin programs. The arrangement is straightforwardly commercial — the coins are legal tender in name only, never intended to circulate on an island of roughly 1,500 people.
