Niue has operated as a bullion and collector coin program under New Zealand's monetary umbrella since the 1990s, licensing its sovereignty to mint operators — primarily the Polish Mint in recent years — to produce legal tender issues that will never circulate on the island's population of roughly 1,500 people.
